Will a new CPU perform better than an old overclocked CPU?

I've looked around, and haven't really seen an answer to this at least in my searches. Basically my CPU is an intel i7 950 3.07ghz currently overclocked to 3.7ghz. About 6 or 7 years old now.

If I bought a newer CPU which ran normally at 3.7ghz (not counting overclocked), would it run better than what I currently have?

In other words, would I get better performance in gaming and higher/more consistent FPS out of a newer CPU even if it matched what my current is putting out?

Depends on which exact CPU as there alot more factors that define performance other than clock speed and age

A friend suggested the 8600k or 8700k, which base at least is 3.6/3.7ghz respectively. His claim at least on the 8700k is it would be able to run most games at 300fps, my 950 on OW at least gets me 200ish, with dips down to 120 or so.

i don't see a point to seek 300 if you have 200. more over, games that run in 300 ranges are more likely to be using 1-2 cores like CS:GO. so you don't really need the new 6 cores CPUs to get this result. any quad core that can hit 4.5-5GHz will do the same for you.
that's not to mention that FPS is also depends on GPU.
bottom line, if your games are running way over 100FPS, get yourself a new monitor or GPU or just travel somewhere as the upgrade to 8600K - 8700K would cost you at least 600$/euro.

Here is benchmark between i7 950 and i7 6700K. 6700K double i7 950 in passmark for single and multi thread. 8700K should be a little faster than 6700K and adding 50% more cores and threads, it is more than 150% faster than i7 950 just for CPU comparison.

Both the i5 8600k and i7 8700k perform an average of 220FPS in overwatch with a minimum of ~170FPS, given your GPU can also handle this.

What refresh rate is your monitor? There is little purpose in striving for framerates above your monitor's refresh rate as it isn't noticeable.

GPU is a 980, not top of the line, but still rather good. Monitor is Asus 144hz, which is part of why I'd like to get more stable/higher FPS than I currently can.

Also, I don't think my CPU has much more life left in it. Recently had a week my PC didn't want to run until I tweaked down the overclock slightly and upped it's voltage a bit.

144hz. Part of why I'd like something stable at higher FPS, for as noted I will currently and fairly often dip to 120fps right now, even a bit lower on some occasions.

that's more reasonable motive to upgrade. though if you use shadowplay for streaming, it shouldn't affect the FPS. not by much anyway.
IMO, i'd still not upgrade the CPU until summer/fall 2018. there are going to be some interesting things.
