Hello,I have a 2009 pc(i think, not realy sure) and im buying a gpu,the rx 460 windorfe oc 2gb because it had GeForce 7025 nForce 630a,the worst integrated graphics. Will the new gpu speed up my pc ?(not talking about games,im talking about normal use like youtube and stuff like that)

Processor: AMD athlon II X2 250 3.00 Ghz

Ram: 8gb ddr3

If it's slown doing things like YouTube you may not get more fps either. Only upside to a GPU is it frees up memory. But memory is cheaper than a GPU to do the same task. Adding memory and a SSD will make it majorly difference if you're low on memory.

I have 8gb of ddr3...Soo the best think i should do is to buy an ssd and re-install windows?

Most likely yes. More memory won't be needed then. I'll put it this way I built a cheap office PC with a Pentium and onboard video and a $2500 gaming PC with a 6700k/1070/32gb memory (didn't have the SSD in yet so I tossed Windows on a HDD to check build) had a few people come mess with them EVERYONE chose the build with the SSD because it loaded stuff so much faster

okay so you have an Athlon II X2 250 3.00 Ghz, what is your motherboard make/model ?
Maybe consider a CPU upgrade,
teamed with a memory upgrade to 16gb and a Nice C: drive as an SSD to speed up loading all of those would give you computing power versus gaming power.
If your looking for a desktop office use PC, that is the way I would go, that does not exclude needing a better video card but you dont game with it, you just need like a 2GB DDR5 video card to do that trick like a HD7770, or even an HD 6850 or GTX 660 of GTX 550 even

Ok thanks, and 1 more think, the gpu should be fine with my mobo and cpu right?

My mobo :GF615M-P33v1.3

My mobo :GF615M-P33v1.3

well with that motherboard your CPU upgrade path is quite wide.... up to Phenom II X6 http://www.cpu-upgrade.com/mb-MSI/GF615M-P33v1.3.html
comparing a Athlon X2 2540 lets say Phenom II X6 1065T http://www.cpubenchmark.net/compare.php?cmp%5B%5D=391&cmp%5B%5D=198
can be had for ~100$ on Ebay. (just saying since it scores 5x higher on the charts... it would be a marked improvement for little cash)
SSD 120GB for 55$-75$ depending on brand

Ram cannot go higher than 8GB anyways so scratch the idea of upgrading it (8GB Dual-channel DDR3-800/DDR3-1066/DDR3-1333 MAX)

video card wise all depends on your budget to be honest

Ok...but i think getting a new cheap mobo and intel pentium g4560 would be the best right?
