Will a new motherboard fix my fried USB ports, and which motherboard do you recommend?

So like yesterday there was a really big storm, and it turned off my PC through a power outage. Skip to today, I decide to plug my mouse (CM Devastator) into a different USB port and immediately I see sparks, and my PC shuts off. I turn it back on to find out that my USB ports no longer working. Would a new motherboard get everything working again? If so, should I get the same motherboard I already have? (MSI H81M-E33)
If I should get a different motherboard, which do you recommend
Case: CYBERPOWER PC X TITAN
Processor: Intel i5 4670k

USB ports and controllers are on MB so...... But I would check that mouse too, it's likely it got damaged and may damage another MB also.
