It won't run with that PSU. There are no PCIe power cables on it. The 960 requires a 6+2 pin connector which is equal to 2x 6pin connectors. Your psu will need to supply that. It will probably need to be over 500Watts. There are a few GTX950s that don't need PCIe cables (ASUS). Low Profile is not needed for a Mini Tower. That is a BTX form factor computer. Single slot cards less than 6 3/4" long can fit. Dual slot cards can be modified to fit up to ITX size. The card will face away from the other expansion slots. That's why 2 slot cards are a problem. Find out from Dell if your computer has EUFI, or Legacy BIOS video card must match. Get latest BIOS while you're there. GTX750Ti is the most common solution and will run with that PSU...
