Let me put it this way.
The PCIE expansion slot provides up to 75 watts.
A 6-pin PCIE power cable allows for up to an additional 75 watts.
An 8-pin PCIE power cable allows for up to an additional 150 watts.
As long as the graphics card only requires less than the additional 75 watts, then you adapter would work. However, since the card is designed with an 8-pin PCIE power connector, it makes sense that it would require an 8-pin PCIE (75 to 150 watts) power connector from the power supply.
I see one of three scenarios with your solution:
1) You do not actually need a GTX 1070 and you will never exceed the 150 watt power limitation.
2) You do need the GTX 1070 and when the power requirements exceed what your power supply is capable...
