[SOLVED] Will a r5 3500x bottleneck a rtx 2070?

Basically the title. I'm just a little confused since the bottleneck calculaters Ive seen say The 3500x wont bottleneck the 2070 at all (e.g 1% bottleneck) whereas something like the r5 3600 has a 4% bottleneck. So, im not sure and could use a bit of help.

You could recompense the 4% by putting things on a ssd instead of a hdd and or overclocking ram, overclock cpu to a 0.2 more than the usual at the same votalge
