Will a router work WITHOUT INTERNET?

Have a Samsung tablet supported by Verizon wireless. I need to connect to my home HP printer, but do not have broadband in the home, Can I connect the printer to a router and access via my tablet?

That will work you may get a warning of limited internet but it will work.
