It'd work but it'd severely bottleneck GPU. Your specs are ancient. I'd say for 3080 in my opinion you must have DDR 4 and at least zen 2 or Intel 7th gen CPU.

Will it work?
After you replace the PSU with something much better, yes.

Will you get full use of a 3080 on that system?
No.
The CPU is lacking, and can't feed enough frames to the GPU to fully utilize it.
