I´m going to build a pc and wanted to buy the 1070 or the 1080ti ( no normal 1080), and my question is if Ryzen 1600 (non x) will bottleneck the 1080ti?.

The build would be like this:

MB: MSI B350 Tomahawk
CPU: Ryzen 5 1600
RAM: G.SKILL Trident Z RGB (2x8) 3000mhz
HDD: Toshiba 1tb
SSD: Corsair MP500 120gb (m.2)
PSU: Cooler Master Gold/Modular V650
Case: Corsair Carbide Clear 400C
GPU : 1070/1080ti

Solution
The 1600 should NOT pose any bottleneck at all. Even if it does, it'll be at 1080p and at worst case scenarios or CPU bound scenes.
Other than that I don't think your 6 core should bottleneck the 1080 ti, it'll be perfectly fine
