im trying to buy this EXP GDC Beast Laptop External to connect it to my laptop , will it run? and will a core i3-2367m bottleneck a r7 250x?

It clearly has ATX power connectors on it. How else will you be able to power the card you put in the PCIe slot?

It seems you may have to remove your WiFi card as well.
