Will A USB 2.0 Header Power USB 3.0 Ports?

I have a Silverstone FT-03 which has two USB 3.0 ports on the top of the case. They designed these ports to be plugged into the ports on the back of the motherboard. Being the nutcase that I am, I put the cables through the inside of the case and attached them to an internal USB 2.0 header using a split cable. Obviously I won't be getting USB 3.0 speeds, but that's fine.

The problem: Only one of the USB ports is working. I have checked all of the connections, and that is not the issue. Before I assume that something is just not working, it made me wonder... Do USB 3.0 cables require additional power? Since both are plugged into an internal 2.0 header, is there only enough power to use one of the ports?
