Will a wifi card in 2.0 slow down 3.0

I bought a new graphics card recently for my pcie 3.0x16 slot, it is a dual slot card and covers up the pcie x1 slot when installed. If I place my wifi card which is a pcie x1 into the pcie 2.0 x16@x4 slot lower on the motherboard will it reduce the transfer rates of my 3.0 slot to x8 or x4 instead of x16. This is my first board with pci e 3.0. The motherboard model is an MSI A88XM-E45 if that helps any. Thank you in advance for any help you might offer.

It shouldn't, all the slot does is power it I think and the data moving wont be smaller compared to a 3.0
