Will a Xeon e3-1271v3 work in a regular LGA 1150 motherboard that is meant for desktops?

Yes it will work however you'll want to make sure the motherboard BIOS is up to date to support it and you'll need a graphics card as that Xeon doesn't have a iGPU.
