The 9590 will definitely hold back dual 1080's, even a single 1080 or 1070, depending on the title/resolution.

Can you OC the 1080's? Well, yes. But paired with a 9590, I hope you have a quality 1000+W PSU.

Do you already own the 9590? If you don't, I implore you to re-evaluate that decision. The 9590 is a horrible CPU, with major problems getitng it stable, must have a quality 240mm AIO liquid cooler as minimum (GTX H100i) and only has 10 boards that can adequately power it.

I already have the 9590 stable as I'm using a swifttech h220 x prestige with 240mm fans water cooler but I only have a corsair 850i psu so if your saying 1000+ psu looks like I'm gona have to upgrade. I have the gigabyte g990 x motherboard.
 


I not recommend that,will works well, because my fx9590 and 2 NVidia gtx 680 4gb works worse in sli. found out that sli Rendering mode to "single Card" works better than other Options.
I guess the Nvidia Driver is not optimized with Bulldozer modules from AMD.
At least you Need 70Amps on the 12V rail of PSU, i recommend 85-100 amp. (on single rail)
Ensure that the second GFx Card is on a non shared lanes PCIe Slot to get it stable, in most cases second 16x Slot Shares lanes with southbridge, usb or onboard Sound.
SLi uses much dedicated Memory and causes sometimes stuttering on soundplayback in games while heavy loads.
I look Forward to the NVidia 1080Ti as a single Card on 1440p res Monitor, or the Rx Vega with 16GB Vram.

No, it will not bottlle neck two Nvidia GTX 1080tis in SLI but you will get better performance from AMD Ryzen or a Core i5/i7 because of DDR4 support and Pcie 3.0, but we're talking 5-15 FPS in high FPS/high refresh rate games. In 4K The AMD FX 9590 performs better at 4K than the i7 quad cores but gets beaten by i7 6 core and up. But higher fps isn't always smoother gameplay to be honest my FX games smoother and more fluid than my i7 3770K. With 3770K I get alot of frames spikes and drops which causes microstuttering but I've never had that problem with the FX and I have even swapped video cards and I still get the same results.

At 4k the CPU load is less than lower resolutions due to the lower fps, 4k @ 60 fps takes the same CPU work as 1080p @ 60 fps, all the extra work at 4k is on the gpu and maybe a little RAM
