Question Will an external HDMI monitor be limited to the Laptop's COLOR GAMUT and RESOLUTION specs?

I need an inexpensive laptop, and will add a second display monitor via HDMI.

Example: Lenovo 82KV003MUS gets good reviews except for its poor TN display. The integrated display adapter is listed as "AMD Integrated Radeon 7 Graphics." Can't find specs for that online. Not even sure which one it is. The laptop display specs are limited:
Resolution 1600x900
Color gamut 60% NTSC

THE POINT
I want to add a better second monitor via HDMI:
Resolution 1920x1080@75Hz
Color Gamut 72% NTSC

Are the low laptop specs the maximum performance I can get from the laptop's integrated display adapter? In other words, will the much better HDMI display be throttled back to that low level of performance?

OR is the laptop's integrated display adapter capable of driving the HDMI monitor at its native specs? In other words, is the laptop's TN display panel limiting the true performance of the onboard Radeon 7 display adapter? If that's the case, a better HDMI display monitor should operate at full spec, right?
