If i upgrade to an i7-3770K would i see a noticeable difference in games? Cause I read somewhere that there's a possibility a CPU might bottleneck a high end GPU.

Can anyone confirm this? I will be playing at 1080p with all max settings. Will i get a solid 10-15fps increase if i upgrade to a i7-3770K?

I'm going to say that any lag you're getting is most likely because of bad coding or other things not on your side of the screen. The 3450 really shouldn't be choking too hard on anything out currently. And yes your 690 shouldn't be the problem either. Have you checked your temps on your cpu/gpu to make sure they aren't overheating and downclocking?
I doubt you'll see any noticeable difference in any games while playing at 1080p. You might gain ~10 frames max on cpu-dependent games like Skyrim, but overall the 3450 should be plenty for all current games at the moment.

thank you for your response jimmy, coz I'v been wondering how come Im not getting a constant 60 fps in games like neverwinter online and i know my gpu is more than enough for the game, sometimes it even drops to 20-30 on crowded areas, is that CPU related?
