What kind of application is this "Hand SImulator"? Can you provide a link?

It all depends of what are system requirements for this app. Many applications (Windows including) list very low requiremns, where the application will "just run", but you can't do much with it (or it will take a lot of time).

Probably not well, minimum requirement is an i3 4340 which is a good amount faster than your Celeron.
