Will an intel pentium CPU bottleneck an R7 260x

I decided to go for a cheap intel paired with an R7 260x and am wandering will it bottleneck The GPU if yes will you recommend the best <100$ CPU

I believe so yes. I would go with a FX chip rather than Intel. Although, if you want Intel, go with a i5 or i3 chip.

i5 - 4670K
i3 - 4130 Preferably this one

FX - 8350
FX - 6300 Or This One

The G3258 overclocked with Asrock H81-HDS make a very good combo for just 120 bucks and won't bottleneck even the 280X.

Hope it helps as this processor is so good and so cheap for gaming and day-to-day use moreover it doesn't bottleneck . Price can be as cheap as 60 bucks from microcenter and 100 bucks with a MSI Z97 Board 😉
