Question Will an RTX 2070 OC hard bottleneck an i7 4790 non K ?

An i7-4790, while aging at this point, is no slouch.

Depending on the specific titles, I'd expect it to hold back a 2070 in CPU-bound titles. BUT it shouldn't be too bad at all. As for "how much", it'll vary game to game and depend on settings used, etc. But all-in-all, it should still be a reasonable pairing.

Thank you for your answer @Barty1884 . I saw on some bottleneck test websites that my cpu impact on the gpu is about 17.7 FPS but I cant be sure until I have it for myself. I still hope there will be a price drop in the future.

Depends on title. You can only guess.
In 1080p i think it would be like 50-100% GPU usage, depending on how GPU optimized game is.
BUT, You should be very good in most titles, so don't worry.
The other option is to buy 2K monitor, so You could use the GPU power to draw higher resolution and details instead of higher framerates.

If all You need is 1080p and You want to stay with this CPU, i'd also recommend RTX 2060. It's 40% cheaper and will give You results very close to RTX2070.

I still want to go for the rtx 2070 though, because my plan is to work my a** off this easter holiday and also afterwards but leaving this aside as I have said earlier I will still go with the rtx 2070 and maybe upgrade my cpu in the future.
