will an x16 card work well in an x8 slot?

will an x16 video card work to full, or at least reliable capacity if running on a hardware based x8 link, IE a full length an x8 slot.

were talking pci-e 3.0 x16 cards in a pci-e 3.0 x8 length slot. I do not understand how a video card will run if not all the pins are being utilized on a slot capacity, IE will the card even power up and run...don't know enough about the pinout of video cards to know if that will be reliable for gaming.

As long as it's an open-ended slot. In theory, you could run a PCI-Ex16 graphics card from an open-ended PCI-Ex1 slot. In such a situation (x1), you would lose a lot of performance. In an x8 slot, it really depends on the card. Only the top end cards would lose any performance and even so, it's unlikely to be significant.

It will work. Even for slot that wired for x4 config. As for performance concern what's important to know is the bandwidth through put the slot can provide. Recent test by TPU even PCIE x16 v1.1 will not going to hamper performance of high end card much. The troughput of pcie x16 v1.1 should be equal to PCIE 3.0 at x4.
