I know chrome can use dram cache of ssd for fast boot.

Slowly compared to what?
The SSD doesn't know about Chrome. Any cache on the SSD is fair game for all applications and data.

Yes it could be a reason, that is why dram was added to SSD cards, they had stutter and were pretty slow.

However there may be many other reasons your booting is slow, Mobo dram, bloatware, incorrect Bios.... etc.etc.

How long is 'slow' to you?
Chrome boots up slowly to begin with.

Chrome eats RAM if he has only one stick of .... hell.... 2gb DDR3 it could be very slow. Without system specs we can't know.
