will computer boot with no jumper on harddrive?

on an ide drive if there no jumper the drive is set to master. if there two devices on the same cable the other device has to be set to slave. with hp and dells they use the jumpers to set the devices as cable select devices. sata drives dont use jumpers anymore.

is your hard disk ATA (also called IDE or PATA)

or

SATA

on some old ATA drives boot drive is master with no jumper set

slave drive usually required jumper set
and cable select required jumper.

also capacity limitation required jumper set
(eg set 32GB on 40GB drive or set 128GB on 160GB drive to deal with BIOS limitations)

for corect answer to your question go to hard drive manufacturers web site to find user guide which will show any jumper settings
