Will Cooler fit

Solution
I could not say that as I don not have the dimension from the top of CPU to inside edge of side panel. In addition, w/o knowing the MoBo, this determination can not be made. That's a 120mm fan in the rear ... seems from the pic, a 150mm wide cooler will be a tight fit, especially with a Mobo that puts the GFX card in the 1st two case slots.

The Corsair C70 is 9.13 inches wide (232mm) and fits a 170mm tall cooler according to Corsair web site ... in other words, 62mm short of case width., Given the above, 8.66" (220mm) dimension you gave, taking off that same 62mm leaves us with ONLY 158mm to fit the 165mm tall cooler.

It's therefore a given that if...
D14 (158mm) / D15 (165mm) compatibility lists

http://noctua.at/en/products/cpu-cooler-retail/nh-d15/comp

Make sure to check MoBo compatibility

Other than the video Corsair has no information on the web site so until that info is published somewhere, going to be hatd to track down info. Case dimensions have been reported but that's irrelevant as you'll need to know the interior dimension from the top of the CPU to the inside case dimension.

Not according to Noctua

It's therefore a given that if the Spec Alpha is built with similar construction and behind the MoBo tray width as similar Corsair designs, then no, the D15 will not fit and the D14 would be touching the side panel.

Not saying it won't but I won't say either way till published specs come out, it does not seem likely given the above
