Will creating another partition on boot drive slow it down?

I just got a WD 1TB drive, with a 7200rpm speed. As a boot drive i am currently​ using my ps3 hard drive, because it is actually pretty fast. Now i want to put the drive back into the ps3 so i chould restore my games.
Now i want to know if i for example make a partition on the 1tb drive for windows(not more than 80-100gb)
Can i make another one for storing my games and files. Will that affect windows performance(or boot times)?
P.S.
I am aware of that thing(i forgot the actuall name ) where you install your os on the first partition because the outer part of the hdd is always faster. I plan on utilising that as well

this one tb hdd could be split in 2 or 3 parts and install the os on c parts let say 250 gig then use the other for games install like 500 gig ant the last one if you made 3 for saving some files you want to keep .
