will cryorig r1 ultimate fit in fractal define mini c windowed

the cooler 168.3mm but the case only supports 168mm would this make a diffrence

It does make a difference, you're 0.3 mm short. Even if you can mount the 2 fans a little bit lower and gain the needed 0.3mm, heatsink still may touch your side panel/window.

Either go with Cryorig R1 Ultimate and be prepared that your CPU cooler touches your side panel,
Or go with Be Quiet! Dark Rock Pro 3 that is 163mm tall,

It will fit. I have an R1 Ultimate in my Define C (define c and define mini c is the same in width) and it doesn't touch my side panel. But your ram sgould be low profile....
