Will Dark Rock Pro 4 Run on 7940X?

Will a beefy, high-performance air cooler like the Dark Rock Pro 4 be able to cool an i9-7940X CPU, which is rated at 165W whereas Dark Rock Pro 4 is 250W. I'm talking about overclocking this CPU. What is the highest expected overclock I should expect if I choose to use Dark Rock Pro 4 for X299? (BTW I want to use EVGA X299 Dark, a very good motherboard for overclocking).

The cooler you're looking at has support for the LGA2066 socket.

I know it does but my real question is if it is capable of handling overclocks on this CPU and other X-Treme Series CPU. Thanks.
