Will downloads transfer?

I am planning on buying a pre built and changing out the parts in it. I may use it before I sell the old components for the new ones. Will the downloads and other things be transferred to the buyer? Will I keep the old downloads and stuff? Please help

When you sell it, or parts of it, you should completely wipe the drive and install a bare OS on it.
Or leave the drive empty.

Not sure what you mean.
Stuff that you download, you can transfer to some other drive and keep it. You can't keep an installed application, but you can keep the original download.

Steam games stay with your account.
