Will fans work at 5V?

I'm going to buy 3x Noctua NF-A14 ULN 140mm for my case. I have a Define R4, and i want ALL the fans (including my CPU-fans) to be connected to the fan-controller. So when idle, it should be very silent. This is my current setup, but my existing case fans get noisy at 7V and 12V. My question is, will the noctua WORK/SPIN at 5V? Because some fans spin too slow at 5V..

+1 most computers now a days come with two fan ports for the cpu. You need to plug your fans into these, they are controlled by the onboard temp sensor for the cpu and regulate the fans to keep the cpu cool.
