will fx 8350 4.0 ghz bottleneck gtx 1070 ?

i use amd fx 8350 with intenal 4tb sshd from seagate and 2tb seagate drive with crooshair v formula z as its motherboard will fx 8350 running at 4 ghz bottleneck zotac 1070 amp extreme gpu ?

Yes even at 5GHZ there would be a bottleneck.

In most titles it will yes. That said it should still be playable, like you won't see major performance issues, but you will notice your frame rates nowhere near what the 1070 is capable of.

RX 570 will be a solid choice.

rx 580 wont bottleneck either as gtx 1070 is beyond budget 41000 rupees here in India and rx 580 around 26100 rupees rx 580 i can manage

RX580 4GB or 8GB would be a better fit.
