Will graphite cooling pads bring back lapping?

So from what I understand, the graphite cooling pads have much higher thermal conductivity than TIMs, but TIMs still perform better due to the pads not filling the imperfections in the two surfaces as well as TIMs. Wouldn't lapping fix this issue?

While lapping can smooth out the concave or convex imperfections on a CPU IHS however it still wont be 100% perfect.

The only way to tell would to have someone, preferably a professional site, test it out and see if lapping will make it a more viable solution.
