The GTX 1060 is really similar to the GTX 980 I believe, and they are really powerful GPUs. 60Hz monitors will the maximum FPS output to be 60Hz on standard settings, unless it can go higher. So the 1060 will most definitely get above 40Fps. Whether or not it will last for 3 years depends on the quality of the card, as some are better than others even if they are the same brand/model. But the higher-end GPUs are definitely high quality, so they will last a good few years if looked after correctly and not strained.
The MSAA settings I am not too sure about, but this setting would most likely be a walk in the park for the 1060, you would still get 40+Fps with it enabled.
