Will GTX 750-750 TI work on 280 W power supply and PCIE 2.0?

Ok what CPU is in it? This makes a huge difference as to how many watts you will need.
In theory you need a 300W PSU (350 to 400W sounds way over the top), however I know of people running them just fine on a 250W PSU as they have low powered dual core processors.

It also depends on the OTHER components in the system especially the CPU.

If a graphics card doesn't have a 6-pin connector it's using less than 75W of power maximum. If your CPU used say, 100W, then you're now using 175W plus some other things in the system (like fans) so let's say 200W worst-case (on the 12V rail plus a bit more for other voltages).

Now your PSU specs aren't detailed enough but usually the 12V rail uses well over 90% I believe so that's well over 200W available.

Having said that, many cheaper PSU's don't like to be pushed near their maximum so it's hard to say.

Summary:
That's a long-winded way of saying "probably" but I don't recommend it. My advice is look for a 430W PSU (minimum) which has a 6-pin PCIe connector then buy a reasonably good card like the GTX750Ti Asus version and overclock it.

Ok, the i3 is only really a low powered dual processor too. If that PSU of yours is of reasonable quality, and I know nothing of fujitsu computers and the quality of PSU they use, but if it's reasonable then I'm sure you could run a GTX 750Ti.
If it turns out they use cheap crappy PSUs in their computers, then you would be best to replace it.
