For some games, yes it can, I would not worry too much about it though, it will be a lot faster than just using the A4 video.

Off the top of my head, GTA games want a decent CPU, so does Skyrim. You really want a balance but usually if it's between upgrading an OK CPU or a bad video card, you want to upgrade the bad video card for games. The A4 is not very good for games, but it's a lot better for games as a CPU than the video chip in it.

I've got the exact same GPU, it's quite a good GPU. I don't expect you'll see much bottlenecking, except in games that are CPU bound.
