hey guys ........ im planning to buy gtx 970 4gb and on game debate they say the recomended ram is 12gb and recommended screen size 3840x2140 but my ram is 8gb and my screen size is 1366x768.... And does this gpu need to be water cooled?

If OP is planning to upgrade monitor soon (or even in a couple years), the upgrade is worth it. Sure, 4GB VRAM won't be completely utilized, but I don't see a single reason of not going for it, it'll max out any game, yep it's a bit overkill but then people have SLI setup for single FHD just for the extra frames, is that not overkill? A less powerful GPU may max out games on this reso, but thinking of upgrade in future, he'd need to upgrade GPU too, to max out titles on FHD, not worth it IMO.
If you're running at that resolution, you don't need to worry about it. The 970 at that resolution should give you more than enough performance for most of the games out there.

Doesn't have to be watercooled unless you're looking to overclock every last bit of performance.

At least 1080p as mentioned, @ 1366x768 the gpu won't be challenged and will be lazy letting the cpu do more work.

8GB memory should be fine referring to above, not sure how game debate compares system memory with video memory, that analogy is new to me.

One of the positives for water cooling is to prevent hot air ejecting from the gpu fan inside the case. If you have good case air flow, intake/exhaust shifting air throughout then you'll be fine + 970 uses less power than it's predecessors producing less heat.

This is the best advice in this thread honestly. I 100% agree. A card at half the price can easily handle that resolution at max settings.

There is no need AT ALL for water cooling on that GPU. That is unless you want to try for some crazy overclocks, which is completely unnessesary with the GTX 970. The card uses less power and generates less heat then the last generation cards.
