Will HD Radeon 5450 Support either DX 12 or Vulkun ?

I have this card in my HTPC, Which I sometime use for occasional gaming. So If that card support tjhis new APIs then It will be helpful. Now I searched entire internet regarding info, But didn't find anything specific.
So If anyone of you can give be a specific answer then I think I will be highly obliged.

P.S: This card does support luxmark V 2.0

Nope, the 5450 will not support DX 12, it tops out at DX 11. That's not to say that you couldn't install DX 12 on your system, but if you do that with the 5450 then any apps that depend on DX 12 functionality won't run because the GPU won't support it.

You should probably replace that card, anyway, as even back in the day it was more of a low-end GPU. Something like an R7 260X or R9 270X would be good:
-- both support DX 12, OpenGL 4.4, & Mantle;
-- both have a whole lot more shaders (x11 for R7, x16 for R9), texture mappers (x7/x10) & render output units (x4/x8);
-- R7 260X supports OpenCL 2.0 & TrueAudio, but memory bus is 128-bit...
