Will I be able to play my backup games on Dolphin?

I am building a new PC and I'm hoping to turn my current unit into a media center. One of my goals for said media center is to be able to run Dolphin emulator for my old Gamecube/Wii games. I'm currently using integrated graphics, so I know I'll need to buy a deditcated card, but is the rest of my system capable of running Dolphin at a decent speed?

CPU: Intel Core 2 Duo E8400 3.0GHz
MoBo: ASUS P5E-VM HDMI
4GB DDR2 RAM

If these specs are good enough, what is the cheapest GPU I can get in order to run Dolphin. I'm hoping to spend less than $70 if possible.

My MoBo only has PCIe v1 slots, but it can still use a 2.0 card at 1.0 speeds right?

And yes, you can. My E8200 with an HD4650 DDR2 could run it very well.
