Question Will I be able to run games at a playable fps?

I have a gtx 1070, an amd fx 8350, and a ga 78lmt usb 3 6.0 motherboard. I'm waiting for my cpu to come today.

Given that playable FPS is between 20 - 60 and you can also reduce in-game resolution (e.g from 1440p to 1080p / 720p) and lower in-game graphics settings, then yes; you can run games at playable FPS.

Though, while your GPU can play at 1440p, i wouldn't go above 1080p gaming wise since your CPU is old and slow compared to the today's standards.

I want to play all of my games with the settings maxed out at 1080p resolution

It is not. There's no upgrade path past an 8350 without a motherboard and RAM change.

Also, be wary of any shutdown issues. Budget AM3+ motherboards are notorious for struggling with 125W CPUs at load, even when they technically support those CPUs. This Gigabyte motherboard is no exception.

Realistically, you'll have trouble maxing out the benefit of having a 1070. It's very hard to get much additional performance from an AM3+ system using anything stronger than a 970/1060/580 GPU. And even then, there's frequently a mild-to-moderate bottleneck.

I'm not crazy about fps. As long as I can max out my settings and get at least 30-40 fps then I'm fine. So I'm hoping that I'll be able to do that.

Some games should run pretty well at 1080p max thanks to your good gpu, but will be held back by your cpu.

Because your CPU is rather old, has several architectural flaws, and is paired with a low end am3+ board, some nore demanding games might exibit sub par performance due to stutter and overall low fps. Some of these games may include: Battlefield 1, Battlefield 5, ac origins, ac odyssey, and Shadow of the Tomb Raider, although with enough paitience they may work.

If you find you cant play a particular game even with lowered settings, it may be time for a platform upgrade..

If you have a grossly over-powered GPU for a given CPU, then bumping the resolution and details up typically has little to no impact on FPS and you may as well do so if your monitor supports it. Limiting the resolution because the CPU is slow makes no sense since higher resolution puts very little to no additional burden on the CPU, it is nearly all for the GPU to deal with.

If I stutter as badly as I did before with my fx 4300 im gonna kill myself because I'm paying `180 for the fx 8350 and for installation services too. I literally tried to play ghost recon wildlands and the lagging and stuttering was so bad that I could barely even move. I hope that the upgrade to the fx 8350 ultra settings will at least allow me to move around with decent frames per second.

Should be better than the fx4300, but all of the FX cpus are plagued with stutter in some modern games. Fx cpus are plagued with problems and overall i would ex0ect fine performance in some games but more deminding titles won't perform well.

No way i would have payed $180 for any fx, even with installation services.
For that money you can get have gotten something like this:

AMD ryzen 5 1400 $65 at ali express
El cheapo b450 matx motherboard $65
3200mhz 2x4gh ddr4 $40

The 1400 may still may hold the gpu back, but you could upgrade to a ryzen 5 1600 to fix that.

have no idea whatsoever what any of those things are. don't know about computers and cant build them at all. i needed to buy the amazon installation services because the youtube tutorials are too confusing for me
