I have i3 540 @ 3.04 ghz
MSi radeon hd 7750
4gb ram
Will i be able to run it
I can run gta IV on 1920x1080 on high settings at 70 fps.

They are Guestimate requirements we don't know what they will be

The last Rockstar game that i played was Max Payne 3, and it ran at a wide range of systems (low end-high end), so, you can expect that gta v will also have good scability options. Just dont expect to max it out with that system.
