will i be able to stream and play arma/dayz at the same time at 60+ fps on high settings?

I don't know a lot about computers so i could be wrong, but just incase you want a quick answer:

My friend knows quite a lot about pc's and he has a £1500+ pc and he just upgraded to that processor from and AMD fx-9*** (not sure about the last 3 digits).
That graphics card and cpu should be able to run the game on decent settings at a decent framerate (this site is good for checking how well you can run games http://www.game-debate.com/games/index.php?g_id=516&game=ArmA+II&p_make=Intel&p_deriv=Core+i7-4790K+4-Core+4.0GHz&gc_make=Nvidia&gc_deriv=GeForce+GTX+760&ram=8&screenRes_width_FPS=1920&screenRes_height_FPS=1080&checkSubmit=#systemRequirements)

streaming/recording uses mostly cpu and as that one is good, plus how well you can run...

the i7 is not a necessity for streaming. Although ti has hyper threading, the i5 will give you almost the same performance. On a budget like yours, you should go for graphics rather than worry over hyper threading.
