Will I be able to use my PC with a 4K tv that has HDMI 2.0 and 60hz?

At the moment your options are pretty limited.
As Alpha alluded to, Nvidia has implemented a cheat that allows you to get 60Hz at 4K. Basically it reduces the colour space, so it's not a perfect solution. Apparently it's reasonable for video and gaming content, but looks pretty average for desktop and would be terrible for video or photo editing. Displayport 1.2 properly supports 4K @ 60Hz, but at the moment there are no DP to HDMI 2.0 converters. Given that the use-case your looking as is going to be increasingly common, I would expect these adapters to start appearing on the market in the not-too-distant future. I'd expect to pay a good deal...
hdmi will do all the tv can do. All tvs have ONLY a 60hz input the television itself upscales the hz or frames. That is why monitors are better for certain applications it can be a frame for frame representation. And hdmi can support that.

Unfortunately, at the moment your stuck with 4K @ 30hz, or accepting Nvidia's hack/cheat mode.

Thanks for the info. I may pick one up now and wait on a new graphics card or adapter since I found a 2014 LG 4k smart tv with HDMI 2.0 that is similarly priced to its 1080p TVs.
