Will I be able to run a Gigabyte Geforce RTX 3080 10GB Aorus Xtreme it says minimum power 850w

In a very general sense the recommended PSU by Nvidia are often with a wide berth of variance based on the fact that they typically don't know the other system spec with their recommend. I would think you should be fine.
It depends on when this unit was produced(not bought): Before or after 2018.
[7] Older Seasonic Focus revisions (made before 2018) had transient sensitivity issues. Some new SKUs are not affected because they were released later (Seasonic Focus GM/GX/PX refreshes, Phanteks AMP, NZXT C/E etc.).
[8] Seasonic PRIME based units experience shutdowns with RTX3080/3090 (and possibly RX6900 XT) GPUs, especially ones with unlocked power limit like FE and ASUS Strix. It is recommended, if going with such units, to overprovision wattage, 1kW for RTX3080 and 1.2kW for RTX3090, or power-limit the GPU, or performing a 'dirty' fix of disconnecting a pin of 12V V-sense wire from PSU-side connector of 24-pin motherboard cable (courtesy of Jonny Guru). Units based on post-2018 revisions of Seasonic Focus platform and majority of units by other OEMs are not affected.

He has the Prime TX. Shouldn’t be an issue
Edit: seeing mixed results online with Prime TX units. Some say the TX revision fixed the problems with transient loads, some say theyre still having issues.

Minimum power means you need a 850 watt PSU or more. Tbh this ratings are generous. For example your GPU would draw 350 watt max. There's 500 watt for your CPU and mobo which is plenty.
It’s not just the wattage that is important, especially when running an RTX 3080. There are many 850 or 1000w PSU’s that cannot handle the transient spikes. However I run my 3080 and 3700x on a high quality 650w with no problem. Wattage is only part of it.
