Will I benefit from an upgrade? More FPS?

i5 3570k 3.78 GHz
8GB Ram
1TB SSD
ASUS 2080ti ROG 1810 Mhz
ASUS Pg27aq 27" 4k

Have been playing some games at 4K with ENB and noticed my GPU running at 100% but getting lows of 35 FPS. My CPU, on the other hand, is sitting at around on average 70% and peaks of 100% with RAM usage at about 6GB.

I was going to upgrade to an i7 8086k with 32 GB of RAM but after these observations, I am assuming that the game's performance is limited by the GPU. Am I missing something as was always under the impression that some tasks relating to performance are CPU intensive?

why is the CPU running at an average of 70% shouldn't it be running at a constant 100% if it is a bottleneck?

Should be actually running at about 30% or so.

Shadow of the tomb raider has benchmark that tells you exactly the % of your CPU bottleneck.
Mine is 0.
