Basically, yes. There will be some performance boosts you won't get with Win7 that you will with Win10, but overall you won't see a big difference. You will not be able to take advantage of DX12, but there aren't many games that are written with that API yet. I have several machines with both OS's and I can't remember which is which once I start gaming.
But the latest rendition of Win10 is not like the first release at all. It is quite nice now, finally. I have been a Win10 hater from the beginning, but even I'm coming around now. No more Metro and all the privacy-invading crap that went with it. Unless you want it, that is. It is actually a decent improvement on Win7 now.
