So I am upgrading my PC (New Mobo, GPU, CPU, basically everything EXCEPT the hard drive) but I am keeping the same hard drive, will I have to re-buy the operating system or will it remain on the hard drive?

Thanks!
It will remain in your Hard drive
Yes.... except you can't use it. You can't just swap a hard drive with Windows on to a different hardware config and have it work.
At a minimum if you can even get it to boot up it will be a mess because of different hardware. If its Windows 10 it will know its different hardware and annoy you about activation and not work right.
If its Windows 7 or 8.1 you need to backup your data, format the drive and re-install windows. It should work fine. If its Windows 10 be prepared to buy a new copy. As well if you had 7 or 8.1 and did the free Win 10 upgrade you'll have the same issue of having to rebuy it.
