Title says it all. I plan on using the CPU Cooler that comes with the i5-6600, and I also plan on using all 3 of the case fans that come with the case. Feel free to make any edits. I don't need a hard drive, or an Optical Drive but I need an OS. Obviously, I don't want to overclock with this budget.

There is an os for a cheaper price and why you say you need an os when you included one? I know you said you had an hdd but for gaming you also want an ssd for fast boot time and faster overall system performance. You should include one. You should go with the 390x video card if you want to play really demanding games like doom. With that gpu, you will be able to run minimum settings for doom. For gta 5 and games that are not as demanding as doom, that gpu will be fine. About the fans, you will be fine with those fans. Your good for cooling.

I'd rather not buy from what a lot of people consider "grey market" is all. I'd rather buy it legitimately and not risk anything. I included it in case people removed it, which they often do for the reason you said. I was going to buy an SSD but with my tight budget I thought it'd be better to spend all of the money on the components themselves, and buy an SSD later when I have the money for a better one.

I'm assuming a hard drive won't cause any more heat? I kind of decided to buy a new one after running a full PC benchmark lmao.

The way I see it is that:
I could buy an SSD now for $40, and it'd be around 120gb, and I'd basically only be able to install my OS onto it. Or I can wait a while until I can drop a good few hundred (or so) on it and pick up a 500 if not 1tb SSD later.
