Will I notice the difference between 1ms and 4ms response time?

I'm looking to get a new monitor and its between the Asus PG278Q and PG279Q. I would really rather have an IPS monitor, but the 4ms response time is the only thing I am unsure about. Will the longer time be noticeable when gaming at 144hz, or is it practically insignificant?

I personally would, when I play my ps4 on my tv, (I think its 5ms), Its unplayable to me, there is lots of screen lag. On my 1ms asus monitor, the lag goes away, and its playable. But this is my opinion.

That spec doesn't mean anything to anyone. It's 100% made up. Not to mention how many people thinks that response time is input lag...
