Will I reach the full speed of the ram?

It does not work that way.
That said...
The time to ask is BEFORE you buy.
I think you are on the wrong track.

1. Disparate ram kits are not guaranteed to work.
2. Haswell can only support dual channel.
A 2 x 8gb kit performs equally well and is cheaper.
3. Ram higher than 1866 is overclocked; it will need higher than standard voltage to reach those speeds.
4. Higher speeds come with higher cas numbers negating most of the real benefit.
5. Higher ram voltage will have a negative effect on your potential cpu overclock.
6. The real app performance benefit is hardly there.

so if I take 0.15v extra for my ram I will have 0.15v less for my cpu?
 


It does not work that way.
That said, when overclocking, I seemed to only get one multiplier less when experimenting with higher speeds.
You can try both ways.
I found it not worth much effort.
