Will I5 4460 bottleneck Gtx 1070 or 1060?

your CPU is fine.
The GPU choice should be based on the monitor:
1080p@60Hz - 1060 6GB/ RX 580
1080p@144Hz or 1440p - GTX 1070
In case of 144Hz monitors, the i5 is kinda the weak point, but who cares. you still get better visuals and performance with i5+1070 than with i5+1060.

The 1060 is best. There is no way your CPU could handle a 1070....doesn't mean it wouldn't work, you just wouldn't be getting the best from it. So it would be money wasted, unless you intend to upgrade the rest of your system in the short to medium term, then you might consider the 1070.
 
Very difficult to know, as it changes from game to game. I found an interesting video comparing a G4560 with a GTX 1070 to an i5 7400 with a GTX 1060.....now your probably wondering what this has to do with your i5 4600, well the G 4560 is about 10% weaker than what you've got and the i5 7400 is 10-15% better, yet the video shows the G4560 can beat the i5 7400 in some games at different resolutions because it's using the 1070 vs the 1060. What we can take away from this video is, there is no rule as to what's the best setup as it changes from game to game, but in general, for higher resolutions you want a better graphics card but at lower resolution the better card is a waste.

 
The i5 will bottleneck the GTX 1070 in CPU intensive games (GTA 5, BF1, Watch Dogs 2, etc). If you only play GPU intensive but not CPU intensive games then you are okay. GTX 1060 is no problem, given that it won't really bottleneck the 2C/4T Pentium G4560.

connect the i5 + 1080Ti to a 4K monitor and the GPU will "bottleneck"
 
If you can afford the 1070...go for the 1070.
