I'm planning on gaming at 1080p, maybe 1440p around 144hz. Will the i5 8400 pair well or will it bottleneck the 1070 at all? I'm on a pretty tight budget, so buying something like the i5 8600k isn't preferable.

My setup would be:

CPU: I5 8400
GPU: gtx 1070
PSU: EVGA 600 BQ 600w
MOBO: gigabyte z370 d3
Cooler: Deepcool gammaxxx 400
RAM: Corsair vengeance lpx 16gb (2x8) 3000mhz

Solution
The 8400 is a great gaming processor due to its massive boost clock... https://www.pcgamer.com/intel-i5-8400-review-the-best-new-gaming-cpu-in-years/
And it will compliment the 1070 pretty well for 144hz. There is no bottleneck, but its not a proper 1440p card for 144hz. You should stick to 1080p, if you are planning 144hz.

The stock cooler is fine, so you can ditch the cooler and get a better PSU... https://linustechtips.com/main/topic/631048-psu-tier-list-updated/

It's fine. A lot will depend on the actual game played, different games use different engines, different amounts of threads, different optimizations. So on some games like cs:go, I get a solid 300fps at ultra in a i7-3770k and gtx970, some games like my heavily modded skyrim I get a solid 60fps.

So you can expect a wide range of fps. Of course you'd get better fps with the 8600k, not much at stock, but better possibility with a good OC, and naturally the i7-8700k is king in most instances, but that's got a lot to do with clock speeds, more so than core/thread counts.

An 8400 with a gtx1060/6 is a very good balance, pairing it with a 1070 will mean you might choke the cpu to some extent in some games, but in others you'll be able to turn up the graphics and still get good fps.

That's if you stick with 1080p/144Hz or 1440p/60Hz. You'd need a gtx1080 or better to get good use out of 1440p/144Hz.
