Looks like a decent system for starting out. You might consider waiting for the new AMD cpus due out very soon. They could have dramatically better performance and/or help drive prices down. You might also consider buying a used system. There are a lot of used workstations around that actually have pretty decent hardware for a reasonable price, especially if you are in the US.
Here's one with an 8 core CPU that would be easy to add in some upgrades and stay within a lower budget:
